Where is a guide for setup on cylinders? My questions are similar to this person’s WCS and Zeroing for Cylinders - Fusion 360
Ive broken 4 end mills already trying to figure this out.
Can you detail the issue a little bit more? How are the cutters being broken? What part of the setup is the main trouble?

Set WCS at the top of cylinder and using TCPC measure only Y offset.
